I tend to think this is not something gdb really wants.
Most users do want readline.
If you wrote a library supplying the readline API but that
didn't implement line editing, you could use the
--with-system-readline configure flag to pick that up.

This idea, plus the age of the bug, is why I am closing it.
"WONTFIX" is true, though I've never really liked that phrasing...
